The method to achieve the STREAMCITIES project' goals is to identify and select crucial urban priorities, checking their compliance with the existing legislation and programmes. It promotes partnership processes which are essential for the territorial development, mobilizing public institutional partners, economic stakeholders and private investors.

In order to implement those processes, the Urban Strategic Plan establishes networks and agreements between actors within the city, and promotes alliances among cities strengthening local urban systems. Mid-sized cities in MEDA countries are involved in the action through a Polycentric development, where the EU cities will support them in the development of a common know-how.

This method has been previously experienced on a case to case basis in the EU cities involved in the STREAM Cities project. It will be simplified, improved, fine tuned and standardised to become an easy instrument to be applied in the MEDA countries. Related documents:
